I don't differentiate just on time for that one though. You just can't count tournaments where the best team in the world doesn't bother going as it's too easy. To me, it's basic common sense. PNG aren't the best aussie rules nation the same as Italy were never the best footballing nation. If we include those world cups, why not include all the home nations that were won.
