If a club wants to be the best in the world they have to sign players from abroad. Barca's youth development system is the envy of every other club around but no matter how good it is it will never create a squad of 20-25 players that will be the best in the world. So naturally they use the developed players they can and if there are any gaps purchase those players (hopefully within budget so the club isn't going into crazy debt)
