I still think you are talking "cabernet". Like I said, in reality, apart from Div 1 and maybe Div 2 sun, no-one is going to care about sock and short clashes, and I doubt this will be enforced.
...and the only shin guards i know of that come to within "1-2cm of the knees and ankles" are hockey shinguards.
I have no idea if EVERY ref will enforce it as I cannot control that. All I can control is the directions that have been put out by SAASRA and that SAASRA will suspend or fine their members who don't ahdere to it.
Why wouldn't the ref call the game off for a sock clash, he has to be paid whatever. So he can go home and still be paid.

Perhaps common sense would be for the Referees to be issued with a black kit and 2 different coloured bibs to wear whenever there is a clash. It is surely easier and more cost effective for the man in the middle to change, no? After all he is the only one being payed (officially).
As for the comment(see the SAARA link - page 3 i think) on skin coloured under garments not being allowed, how ridiculous!

It may seem to make sense for outsiders, but it is never going to happen. Refs would say that wearing a coloured bib undermines one of the key components to being taken seriously - looking the part. They are up against it enough without looking like they are part timers in a bib before they even take to the field. I have to agree with them on that.

I know of quite a few Refs who are also unhappy about the proposed uniform changes
Just so I get it right, the SAASL administers the game, the Refs administer the Laws of the game in the SAASL. The Laws of the game are FIFA.
Therefore, shouldn't the SAASL then have over riding administration over the Refs body. The SAASL helps fund the administration of the Refs.
I keep seeing the FIFA argument but the SAASL is the governing body in this situation/competition.
The Refs are responsible to the governing body, being SAASL, not FIFA.
Any recommendations from the Refs would have to be approved by the SAASL management before being implemented.
The SAASL would then take many things into consideration, including the affects on the Clubs etc etc.
Really, isn't the Refs job hard enough already.
Do they want to cause more animosity on game day when they refuse to Referee a game because the teams have clashing socks or one team is wearing to much black..
Simple solution, the Refs wear predominantly black but have two alternate strips in their kit to wear in situations where needed.

refs are fined for not wearing the correct shirt.
We are short of refs and your comments would mean no new refs this season or making those refs that do come in having to spend more money out to get more shirts (technically they could need 5 shirts).
Under the system saasra want to implement then there would be no exta cost to their members. If saasl want something else then they should pay. We don't have even close to enough refs, we need to make it easier for new refs, not harder.
