You need expirence to enhance the young players to become better in the future. At least 70% of the squad would be picked on the base they will be around in 4 years.

stakeholders that have signed contracts may complain (sponsorship $$, tv rights). That is the issue. By 2018 or 2022 the NRL might not be around as most clubs are struggling for money.

Domestic competitons don't count as major sporting events. Only international and state origin are only considered major sporting events.

Anyway FIFA can not do this as it is a restriction of trade.
