It is quite clear what he wrote. I cant see how you get your a) or b) from his quote.

heard today Comets at best part of 1k for juniors next year. that's inflation should be a percentage not $100 more than last year.

That's 25% increase over two years.

Inflation was 1% in the past year and 2% the year before.

Where is the extra fee income going? Were they not able to meet their expenses in previous years?

Oh that's right they paid up big for new players so had to fund that player expense. Parents make up the shortfall.

Existing talent at the club get overlooked to bring in supposed superstars cashing in.

Not sure about the Comets however I think existing talent does not get overlooked but if they do make the first team are expected to play for next to nothing. Club uses the loyalty card against them whilst they proceed to break player spending records year after year on new players.
