Preliminary Cup Fixtures Why?

Hi all, Just wondering why the FFSA would put teams in the A div in the preliminary cup? We had some teams that may be title contenders (u/15) playing off in the Prelim cup..... Dont you think C Divison and JSL should all be in it? Some B Divison and C divison teams went straight to round 1 of the cup...

Agree the comment above, it makes no sense to have gross mismatches and potential contenders playing each other in a preliminary or qualifying round of the cup. Surely it is for the JSL and C division teams to qualify to get into round 1? You would think there is a rationale to the draw for the 15s (not checked other age groups), and if so, maybe someone here can explain it.

Personally I dont see the big deal, they are drawn out of a hat to be fair for all clubs.
Soon or later the big clubs have to face eachother, if you are good enough you go through
