Normally fans go to games but in this case I'd say fans are someone who is trying to go to the game.

Genuine attempts only accepted.
I have often said that you have to have seen your team that season. I would accept someone not having seen their team if they had played behind closed doors all last season. As long as they saw a game in 19/20 then they have until the end of this season.
