Marking rule

was watching an epl game on the weekend and a player was fouled (dont recall him getting booked) for marking a player without watching the ball. didnt know this was an issue?
...err you guys ready to let the dogs out?

Happens a lot just before a corner is taken. Dont recall it being an offence in the laws of the game.

I believe you could interpret it as obstruction if the ball comes within playing distance and the defender doesnt attempt to play the ball but does obstruct the attacker
