The Laws-of-the-Game Board (IFAB - the International FA Board) is meeting in Belfast on the 28th February.
Items for decision include allowing a 4th substitute in extra time and resolving the so-called triple punishment for denying an obvious goal-scoring opportunity in the penalty area.
Also up for decision is a proposal for greater flexibility in the use of subs in grassroots/recreational football.
Other items on the Agenda to be discussed but not decided are sin bins, Law 12 & handling the ball, stopping official match time and the use of video replays to support officials.
Two new advisory panels (a Technical Panel & a Football Panel) will provide feedback on their findings to the Board.
The IFAB is made of 4 delegates from the British Home Nations and 4 delegates from FIFA.
6 out of 8 votes are needed to pass a change in the Laws of the Game.

Con, I can't see much hope of any of these getting past the board - al a bit too extreme for them.
They've agreed to remove one element of the triple punishment for denying an obvious goal-scoring opportunity and that element being the automatic one-match suspension. I was hoping they would have just gone to UEFA's wish that for a DOGSO inside the box it would be a penalty and a yellow card only. And a red card for a DOGSO outside the box as a mere free-kick there was insufficient punishment.
They've made a ground-breaking decision to allow for return substitutions in the lowest levels of football.
As for allowing a 4th sub in extra time, they have avoided that decision at present by referring it to an IFAB Advisory Panel to assess. Hopefully some IFAB Board members & Advisory Panelllists saw the injuries & brutal exhaustion during extra time in the recent Asian Cup Final. A 4th sub in extra time games could add to fresh legs finding the decisive goal and thus lessen the chance of extra-time games being decided by penalties.
ps, interesting choices of Panellists for that IFAB Advisory Panel include delegates from New Caledonia(!), N.Z. and Trinidad & Tobago.

And don't forget, sole custodian of the Laws-of-the-Game (IFAB) decisions are binding on all Confederations & 209-nation-member Associations.
That decision of IFAB is effective from the 1st of July or the commencement of the start of any season after IFAB's AGM. So where does that leave the SAASL whose season starts after Easter?
