New rules force Man City to sell 12 players

Manchester City will have to offload around 12 players before the transfer window closes at the end of next month - otherwise they will be left with players they are unable to play.

New Premier League rules state that a club must submit a squad of 25 players on September 1, and only those players will be eligible to be named in a matchday squad. Clubs can supplement that list with an unlimited number of players aged 21 or under, but in Manchester City's case they are currently well over the 25-man limit.

Players such as Roque Santa Cruz, Craig Bellamy, Jo, Felipe Caicedo, Micah Richards, Michael Johnson, Vincent Kompany, Shaun Wright-Phillips, Stephen Ireland, Nigel De Jong, Kelvin Etuhu, Pablo Zabaleta and Nedum Onuoha could find themselves out in the cold if they are still at Eastlands when the transfer window closes. Robinho is also officially still a City player.

And City could be forced to accept reduced fees for these players as rival clubs look to take advantage of their situation.

Manager Roberto Mancini said: "I know that we must sell some players because in 20 days [sic] we must have a list with 25 players. I am disappointed because some players must change teams now. It is difficult for them to play for us. When you play in four competitions you must have a large squad because if not you have difficulties. For this it's important we have 25 players."

Unable to be registered for Premier League action, any player omitted from the 25-man squad will be forced to either go out on loan to a Football League club or spend four months kicking their heels until the winter transfer window.

And with City hoping to add James Milner to their ranks in the coming weeks they will have to offload yet another player to make way for the Aston Villa man in their team list.

Eight of the 25-man squad must be 'home grown', meaning they played in England or Wales for three seasons before their 21st birthday. City have no problem fulfilling that requirement.
i wonder how many clubs will have to offload some players (for sale or loans) because of this rule. not sure bout others but

Could make for some interesting fire sales, and possibly a rush to buy some local content at some clubs.

Liverpool list a squad of over 40 players at the moment... The 8 locals are taken care of I think, but it is hard enough to get through the A-League season with 23 players how the heck are they supposed to get on with only 25 for 60 + games...

your allowed unlimited players under 21

a great rule
forces for their to be a slightly more even spread of players across the board
should see some busy times before the end of the window, with hopefully man city and the likes forced to sell some of their players to some of the clubs only just below them which will strengthen their chances to challenge.

Seems a bit weird that this is only being reported on now. Surely the clubs would have known about this rule months ago.

They don't actually have to sell them though as the rule is only for EPL. They've got so much loot, they can afford to just have them sitting around and use them in the domestic Cup competitions and their European games if they chose to.

Not sure what the players would think about it though. Be interesting to see if they sell or loan some to their rivals.

Looks like Blackpool might be able to sign a few players on the cheap then?

Perhaps if they do secret deals with the big clubs to buy their fringe players for a song and agree to sell them back for same if the selling club gets a few long term injuries?

Wouldn't be surprised if Holloway hasn't already considered that approach knowing his ability to sweet-talk just about anyone.

Whilst I agree with the intention of the new rule, it does seem to be a bit odd in how they're implementing it.

The clubs have to declare a 25 man squad by 1st September, but they'll have already played 3 games by then. Does that mean they can play whomever they like in the first 3, then not use them again? Or, once a player has been used, does he then have to be in the final 25?

Surely, clubs should declare their squads before the first match but with the caveat that they can swap a player out but only for a new player transferred in after that date but before the end of the window. Their final squad would then be the one on 1st September.

You'd assume at every transfer window you'd name a 25 man squad again. Don't they do that for the group stage/ finals for the CL already?

You name a 25 man squad at the start of the season. You finalise that squad on the last day of the transfer window (ie you can chop/change the squad until then). Same deal in January, you name your squad on the first day.

Almost right. Apparently you don't have to name anyone before the start of the season. You are allowed to play anyone who's registered so the first 3 games are a free for all.

yep, these rules are fantastic. time to whip the european leagues back into shape because frankly i think football in europe has lost the plot. i want to see them bring in similar rules across the all the major football in europe.

england getting worried by the lack of local talent coming through obviously, obviously something to come out post world cup i would think? many leagues have already implemented this, will be interesting how many star under 21 players are left of 25 man lists so clubs can get a two for one, such as walcott at arsenal

What will happen and I can assure you this is the reason behind these rules is that due to injuries and suspensions pleanty of the English youngsters will get a run at the big clubs however what it will also do is ensure that the big clubs will be less competative in Europe.

the whole reason behind it is that the english team has been shite for so long while teams like spain holland and germany, who have placed importance on youth, have become the best nations in the world..

england finally realised it has the best league in the world, but no talented english players or youth prospects

so this rule is brought in so clubs are forced to play more english players/u21 english players in an effort to help the failing national team... about 5-10 years too late
