The way it normally works is that clubs will nominate at U11 and the kids will trial for selection. If you son has missed out on trialling maybe approach your club TD to see if he can get a trial.

In my experience JPL and JSL team rarely train together. The best chance for promotion will come through injury or at trials in the following year.
